It used to make sense when someone said, "There ought to be a law." I'm not saying the sentiment made sense - just the logic.
Now if someone says, "There ought to be a law," it's nonsensical in logic and sentiment. There is already a law for everything. And we should have figured out by now that that is the dumbest thing in the world.
The story @ 4:56 is just ridiculous. The U.S. government decided that the importer violated 4 Honduras laws - which *Honduras* said didn't apply in this case. But the Feds decided to pursue prosecution under the Lacey Act 1981 Amendments (which makes violating any foreign fish/wildlife law a crime in the US) and put the guy away for 6 years! So our government *interprets* and enforces foreign law.
